Opening the annual General Debate, Lula said the United Nations should once again serve as a “temple of peace” at a time when the international community faces growing conflicts, geopolitical tensions and challenges to multilateral institutions.
The Brazilian president criticized what he described as increasing attacks on multilateralism and argued that diplomacy remains essential for countries seeking to address global problems collectively.
Calls for Security Council Reform
Lula said the credibility of the United Nations has been weakened by divisions within the Security Council, including the use of veto powers by its permanent members.
He argued that the paralysis of the council has made it more difficult for the international community to respond effectively to major crises.
“We are all held hostage by the inaction of the Security Council,” Lula said, recalling Brazil's longstanding criticism of the veto system.
Warning Over Global Conflicts
The Brazilian leader also addressed the growing number of armed conflicts around the world. He called for regional disputes to be contained before they develop into larger international crises.
On the Middle East, Lula criticized Israeli settlement expansion in the West Bank and expressed concern that the continuing conflict and humanitarian suffering are making efforts toward a two-state solution increasingly difficult.
He also spoke about the war between Russia and Ukraine, saying the conflict continues to cost lives and arguing that military action alone will not produce a lasting solution.
Brazil's Domestic Priorities
Lula also highlighted policies implemented by his government inside Brazil.
He said the country had made progress in its efforts to combat hunger and pointed to new measures targeting corruption and organized crime.
“The fight against corruption shall remain relentless,” Lula said, adding that the law should apply equally to everyone.
Climate Change and Technology
Climate change was another major topic in Lula's address.
The Brazilian president defended the importance of scientific evidence and warned against the spread of disinformation about climate change. He argued that economic development should be pursued alongside environmental protection.
Lula also called for stronger international oversight of major technology companies and artificial intelligence, warning that rapid technological development should be accompanied by ethical safeguards and responsible regulation.
Renewing the Role of the United Nations
In his closing remarks, Lula highlighted the United Nations' historical role in areas including decolonization, human rights, sustainable development, and the protection of migrants and refugees.
He called on member states to strengthen political cooperation and reaffirm the organization's role in promoting peace and addressing shared global challenges.
Lula concluded by urging countries to work toward restoring the United Nations as a “temple of peace” and reinforcing the importance of diplomacy in international affairs.
